Strengthening the management of CACs for more efficient governance

Capacity building strengthens organization and clarifies responsibilities for greater efficiency in communities.

In the municipality of Cacula, members of the CTGOM and the CAC secretariat took part in a dynamic training session on the management processes of the CACs, focusing on organization, attributions and the clarity of institutional roles. Conducted by the PASCAL Focal Point, Manuel das Mangas, based on Decree 225/18 and Order 160/19, the session highlighted the importance of the secretariat in structuring and conducting meetings, ensuring greater efficiency in community participation.

 

Participants highlighted the need to clarify the roles between the CAC secretariat and the technical staff of the Municipal Administration Secretariat, ensuring that tasks such as preparing, organizing and distributing documents are carried out correctly by the secretariat. The importance of well-prepared attendance lists for analyzing participation and of meeting the deadline of up to five days for minutes to be made available was also reinforced.

The training provided constructive discussions on the transparency and efficiency of the processes, underlining PASCAL’s commitment to strengthening community participation mechanisms and local governance.
