PASCAL strengthens sustainability with coordination meeting

PASCAL, a project funded by the European Union, held its biannual coordination meeting today to assess the implementation of actions and approve the activity plan for the fourth year of the project.

The meeting, which takes place every six months, was chaired by Mrs. Teresa Quivienguele, Secretary of State, Administration and Territory, and was attended by Mrs. Isabel Emerson, representing the European Union Ambassador, as well as other prominent figures from Spain and Lithuania.

During the meeting, Teresa Quivienguele considered the level of implementation of PASCAL’s actions to be very positive, reaching 90% effectiveness. She assured that her ministry would continue to support the project’s interventions and called for documentation of good practices and lessons learned, with a view to ensuring greater sustainability of the interventions.

PASCAL has carried out several activities, including:

  • Training: Training for municipal administrations on participatory budgets and training for journalists.
  • Scientific studies: Conducting five scientific studies focused on governance and citizen participation.
  • Study visits: Exchanges with Spain and Lithuania to exchange experiences and good practices.
  • Grants: Granting grants to strengthen civil society organizations.

The following is planned for the next semester:

Project extension: proposed addendum for extension of activities.

  • Multifactorial mechanism meetings: Start of meetings to promote citizen participation.
  • Focal Point Activities: Continuation of local support and coordination activities.
  • Documentation of best practices: Focus on documenting lessons learned to ensure sustainability of interventions.

The biannual meeting reaffirmed PASCAL’s continued commitment to promoting active and inclusive participation in Angola’s public and political life. Collaboration between government entities and civil society is essential for the success and sustainability of the project.
