
Coordinated actions boost capacity building and inclusion in decision-making processes in Bailundo.
Maria de Lassalete, Focal Point of PASCAL, a project funded by the European Union, carried out several strategic actions of great impact in the province, focusing on training and promoting the active participation of women and young people in local governance processes.
Among the activities that stood out was a meeting with the Administrator of Bailundo to define the training plan for municipal administration technicians. The collaboration aims to improve the technical capabilities of the local administration, preparing it for the effective implementation of the Participatory Budget.
The Focal Point also met with members of the CTGOMs, responsible for facilitating the replication of the training on the Participatory Budget, strengthening transparency and accountability in the use of public resources. Together with the Civil Society Organizations of the Consortium, a work strategy was outlined focused on the involvement of women’s and youth groups in local decision-making.
The highlight of the week was the training of the Bailundo Residents’ Committees on Open Government, where the CTGOM presented the balance of its activities. The training was facilitated by Luciano, a member of the CTGOM, who addressed the topic of Participatory Budgeting. The event was attended by the Director of the Legal Office of the Bailundo Administration, Graciano Nivete, and brought together 31 participants, including two women, reinforcing inclusion in local decisions.
These actions reflect PASCAL’s commitment to promoting good governance and civic engagement in Huambo, strengthening transparency and citizen participation in municipal administrative processes.
