PASCAL holds the first ordinary session of the Tumbulu Communal CAC in Cubal

PASCAL, a project funded by the European Union, held the first ordinary session of the Communal Auscultation and Concertation Council (CAC) in Tumbulu, Cubal, focusing on empowering members to strengthen citizen participation in local governance.

The training, led by Gabriel Romeu, PASCAL Focal Point in Benguela, addressed the importance of the CAC as a space for participation, in light of presidential decree 225/18. With 30 participants, including 3 women, the session laid the foundation for the Tumbulu CAC to function in a structured and effective manner.

The Communal Administrator highlighted that this was the first formal session of the CAC, now fully functional with the organic status of the commune. Based on this training, the Tumbulu CAC is prepared to advance its activities, promoting more active and inclusive participation in decisions that affect the local community.

This event reflects PASCAL’s commitment to strengthening local governance structures, promoting transparency and inclusion in decision-making processes.
