PASCAL Focal Point in Huambo conducts meetings on governance and participatory budgeting

Catchiungo’s traditional authorities involved in discussions on governance and inclusion.

Maria de Lassalete, PASCAL’s Focal Point in Huambo, held three strategic meetings of great importance for the implementation of the European Union-funded project’s activities. The meetings aimed to promote the inclusion of traditional authorities and strengthen citizen participation in local governance processes.

At the first meeting, held in the Bimbe commune, Lassalete met with the Deputy Communal Administrator and members of the Communal Consultation and Concertation Council (CAC). Among those present were representatives of the administration, the MPLA and UNITA parties, churches, traditional authorities (sobas and seculos), and the Communal Youth Council, which also represents civil society. The meeting addressed the importance of participatory budgeting and the involvement of all groups in local decisions.

The Focal Point also had an audience with the Vice-Governor for Huambo’s economic and social sector, Angelino Elavoco. During the meeting, they discussed the project’s achievements to date and tackled urgent issues such as the delay in municipal funds and the process of renewing the CTGOM’s mandates.

Finally, Maria de Lassalete attended a session dedicated to discussing participatory governance vs. participatory budgeting, led by a member of the CTGOM from Catchiungo. The session was attended by 57 sobas and opened by the Municipal Director of Culture, representing the Municipal Administrator.
