
CAC Secretariat and municipal leaders discuss innovation and transparency in government.
On September 4, the city of Lubango hosted an important training session focused on Open Government and the Public Innovation Hexagon. The training, aimed at the secretariat of the municipal CAC, members of the Technical Committee for Municipal Budget Management (CTGOM), communal administrators and municipal directors, was facilitated by Manuel das Mangas, PASCAL Focal Point in Huíla.
The event was opened by Mr. Edson Bandeira, Deputy Municipal Administrator for the Economic Area, highlighting the importance of transparency and collaboration in public administration. The meeting was attended by 40 participants, including 11 women, marking a moment of intense exchange of knowledge and experiences.
During the training, the fundamental principles of open government were addressed, such as transparency, citizen participation and collaboration between government and the community. Participants also explored the “ladder of participation”, discussing different levels of citizen involvement, from manipulated forms to more meaningful and symbolic participation.
The discussion delved into Good Practices in Open Government, with attendees recognizing the need to improve current practices to ensure that information reaches citizens in a clear and effective manner, and that co-creation becomes a reality in public management.
The event concluded with a question and answer session, allowing a review of the concepts discussed and the formal closing by Administrator Edson Bandeira, who reiterated the commitment to the continuous improvement of governance practices in Lubango.
