
Capacity Building of Focal Points in Benguela: Strengthening participatory governance for local sustainability.
The training of the Focal Points of PASCAL – a project financed by the European Union, which began yesterday at the Hotel Luso, entered its second day of activities today with a work agenda focused on essential themes for the improvement of participatory governance in the municipalities where the project is being carried out.
Among the topics covered, the functioning of the CACs stands out, including the schedule of activities and the challenges faced, such as the impossibility of regular participation and the lack of regularity of meetings. Participants also discussed the formation of monitoring groups to monitor the execution of projects, addressing strategies for the effective management of these initiatives.
Another central point of the day was the need to hold the forums on the same day, ensuring more effective coordination between the projects and the technical service offered. The sustainability of PASCAL was also a prominent theme, with discussions on how to ensure continued support from the Ministry of Territorial Administration (MAT) at the local level, reinforcing the commitment to participatory governance.
The Benguela meeting has been a valuable opportunity to align the actions of the Focal Points with the goals of PASCAL, ensuring that good practices are disseminated and that challenges are faced collaboratively. The training continues until tomorrow, with more discussions and activities aimed at consolidating sustainability strategies and project monitoring.
