
The Huíla Commune was the setting for a lecture on participatory governance, as part of PASCAL, a project funded by the European Union. The event brought together public service managers, religious leaders, coordinators of residents’ committees, community leaders, women leaders, youth leaders and other community life stakeholders.
Manuel das Mangas, the project’s Focal Point in Huíla, presented the Citizenship Guide produced by PASCAL, providing citizens with information on decentralization, civic education and participation in governance.
The model and conduct of governance are critical to the implementation of public policies and represent a major challenge. Urban governance, which involves the planning, regulation and management of various urban dimensions, faces dilemmas regarding the quality of democracy it promotes.
This lecture aimed to promote participatory governance and strengthen the community, aligning with Angolan initiatives such as the Municipal Budget.
