
Training session promotes debate on citizen participation and strengthens the competences of the commissions.
A training session promoted by PASCAL was held in the Hélder Neto neighborhood, bringing together representatives of the Residents’ Committees and Councils from the Hélder Neto, Comandante Cow Boy, Mapunda, Comercial, A Luta Continua, Lucrécia and Arimba communes.
During the session, participants delved into the concepts of Open Government and the Ladder of Participation, with an emphasis on identifying what participation is not, such as symbolic, manipulative and decorative practices. Key aspects of Law 7/16 and Presidential Decree 158/19, which regulates the functioning of Residents’ Committees, were explored.
The debate also included practical issues such as the accreditation of members, internal organization and relations with neighbourhood administrations. The exchange of experiences revealed good practices and inspired community leaders to seek greater efficiency in their actions.
The facilitation was led by Manuel das Mangas, representing PASCAL, and António Neto, a technician from the Legal Office of the Lubango Municipal Administration.
