
Integration of the Presidents of the Residents’ Committees in the CAC, strategic discussion on community inclusion and welcome of the Assistant for Civil Society in Huíla.
On October 29, the PASCAL Focal Point in Huíla, Manuel das Mangas, met with the Director of the Legal Office of the Municipal Administration of Cacula to discuss the legal framework for including the presidents of the Residents’ Committees in local participation platforms, such as the Social Consultation and Consultation Councils (CAC). Analyzing the Law on Residents’ Committees (Law 7/16) and Presidential Decree 225/18, both recognized the importance of expanding the space for participation, ensuring that influential voices in local communities are heard and included in decisions of public interest.
Manuel das Mangas then introduced Daniel Chissumba, the Assistant for Civil Society in Huíla, to the Municipal Administrator of Cacula, Dr. José Mariano Santos, and the Secretary-General, Mr. Gilberto Mucuanha. The Administrator welcomed the Assistant and expressed his commitment to supporting collaborative work with Civil Society Organizations (CSOs), strengthening component 2 of PASCAL. This engagement aims to promote more inclusive and participatory management in communities, aligned with our objectives of promoting active citizenship in Angola.
