PASCAL Grants CSO in Five Provinces of Angola to Strengthen Local Governance

 The Support to Civil Society in Local Governance (PASCAL) project strives to foster a more inclusive society by promoting participatory governance, with a focus on marginalized groups such as women, youth, and individuals with functional diversity.

This initiative is fully funded by the European Union (EU), with a budget of EUR 5.8 million allocated for a 48-month implementation period, running from June 2021 to May 2025.This project is implemented by two development cooperation agencies – FIIAPP and CPVA (Central project management Agency).  

With these resources, PASCAL implement a range of activities aimed at achieving its objectives, including providing grants to civil society organizations (CSOs) in Angola. These grants are designed to strengthen and empower CSOs, enabling them to promote social inclusion, enhance active citizen participation in decision-making processes, and improve local governance. CPVA released the call for proposals and there are seven ongoing projects implemented by Civil Society organisations:  

  • Benguela Province: CPVA is supporting OMUNGA ASSOCIATION and its partners, NDDHC and OEDC, in their efforts to encourage citizen participation and strengthen local governance. OMUNGA’s “Taking You” project has been allocated EUR 183,812.09, running from July 22, 2024, to May 21, 2025. 
  • Huambo Province: The Angola Women’s Network (RMA) and its partners, AMAA-Association of Environmentalist Women of Angola and ASDDA -Solidarity Action for Democracy and Development in Angola, are working on the “Participation of Women and Youth in Local Governance” project. With a budget of EUR 201,935.61, their goal is to increase the involvement of women and youth in local governance by raising awareness of their rights and encouraging their participation in decision-making. The project runs for 14 months, from February 15, 2024, to April 14, 2025. 
  • Huila Province: Two projects are supported in this region. AJOMA- Association of Young People Moved by Angola and its partner, the Association to Support Young Women in Huila, have received EUR 44,999.98 to enhance the capacity of youth, women, and organizations to influence governance processes and engage in local decision-making. The project is set to run for 12 months, from May 14, 2024, to May 13, 2025. Additionally, ASD -Solidarity and Development Action is working on a 10-month project that began on May 14, 2024, and will end on March 13, 2025. Their focus is on increasing civil society participation, especially among underrepresented groups like women and youth, by raising awareness about rights, public institutions, decentralization, and participatory governance. PASCAL has allocated EUR 39,999.16 for this initiative. 
  • Luanda Province: The AMC – Association for Women and Children and its partner AJACOM- Youth Association for Community Support are working on a project to train and inform women and young people in Luanda about their rights, public institutions, and the importance of decentralization and participatory governance. The project aims to deepen understanding of governance processes and engage citizens in local decision-making. With a budget of EUR 39,999.79, the project will runs from May 14, 2024, to May 13, 2025. Additionally, DW- Development Workshop is leading a project aimed at promoting the active participation of CSOs in local development processes. The project seeks to create more democratic and inclusive governance by strengthening the involvement of CSOs in the programming and implementation of local initiatives. This 14-month project, funded with EUR 180,108.29, started on February 15, 2024. 
  • Malanje Province: Malanje Archdiocesan Caritas, along with co applicants ASAPS and the Red Cross, is working on a project to increase the participation of CSOs in public program development in the province. The project, which began on February 15, 2024, and will run for 14 months, is supported with EUR 180,108.29 from PASCAL project budget.
