Since March 10, PASCAL has been on a study visit to Spain with its implementing partners, with the aim of exchanging experiences with the different Spanish public administrations and their institutions at national, regional and local level in the generation of decentralization processes and deconcentration of government competencies, as well as in actions implemented in relation to citizen participation processes and the participation of civil society organizations (CSOs), as a preferred actor in institutional dialogue and as a manager of public services at regional and local level.

The study visit is being accompanied by the Minister for Territorial Administration, Dionísio da Fonseca and his delegation. Dionísio da Fonseca was received by the Minister of Politics and Democratic Memory, Angel Torres, with whom he discussed the exchange of experience on the process of decentralization and participatory governance.

This action will strengthen contact, the exchange of experiences and the joint work of the Angolan authorities with various ministries, municipal councils, federations of municipalities and provinces and Spanish research institutes on the themes of the PASCAL project.
