
The PASCAL Focal Point (a project funded by the European Union) in Malanje, Joana de Matos, led a series of essential activities, promoting capacity building and active participation in the Cacuso communities.
Meeting with the Secretariat of the CAC of Cacuso
Joana de Matos met with the CAC secretariat of the municipality of Cacuso, which consists of only three members. After a conversation with the director of the office, two more members of the Administration participated, totaling five participants. During the meeting, articles of presidential decree 225/18 and official letter 160 on the structure for preparing minutes were discussed. The meeting was very productive, with members gaining a better understanding of their role in preparing and monitoring the CAC recommendations.
MEETING WITH TRADITIONAL AUTHORITIES

On the morning of the same day, Joana de Matos met with 15 traditional authorities from Cacuso. The authorities showed great satisfaction with the topics covered and committed to organizing a new meeting, inviting Ponto Focal to facilitate it again. The municipal director of the department of culture, tourism, youth and sport was also present.
MEETING WITH DR. FRANCO MUFINDA
Joana de Matos also had an important meeting with the Vice-Governor for the Political, Social and Economic Sector, Dr. Frank Mufinda. The meeting served to share the status of the project implementation and discuss the accountability and electoral process of the CTGOM and Technical Monitoring Committees. The Deputy Governor expressed his appreciation and interest in ensuring that the law is implemented in practice. The advisor Dr. Jenuino Roque also participated, receiving guidance to prepare a letter addressed to the Administrations, with the knowledge of the technical group. The importance of strengthening citizenship education was highlighted, emphasizing both the rights and duties of citizens.
IIª SESSION OF THE MUNICIPAL CAC OF CACUSO

On June 19, under the presidency of Dr. Manuel Van-Dúnem, Municipal Administrator of Cacuso, the 2nd Session of the Municipal CAC was held. The meeting was attended by 53 councilors, including 10 women. The agenda included 11 items raised between the Municipal Administration Departments, the Council of Residents’ Committees and CTGOM.
Ponto Focal’s participation included support in preparing the minutes, in accordance with MAT letter number 160, and identifying possible errors to support the three moments of the session.
These activities reinforce PASCAL’s commitment to promoting participatory governance and social inclusion in Malanje communities.
