PASCAL Focal Points intensify capacity building and strategic alignment activities

Huambo

Last week, the Focal Points of PASCAL, a project funded by the European Union, conducted several activities, including training and meetings with provincial leaders, aiming at aligning strategic actions.

Benguela

In Benguela, Gabriel Romeu met with the Cubal CSO to analyze the level of citizen participation in public life and explore how PASCAL can contribute to improvements.

Several contributions were collected to be shared with the Administrator, with the intention of defining strategies that increase the involvement of women and young people in participation spaces. The meeting was attended by 14 young people, including 3 women.

HUAMBO

PASCAL Focal Point, Maria de Lassalete, met with CTGOM to assess its operation in light of Decrees 234 and 235/19 on the management of the Municipality’s budget. Support was provided to improve the performance of these bodies in Catchiungo and Bailundo, where 6 of the 12 members were present in each location.

The highlight of the week was the work with the CAC secretariats, where their limitations and ways of improving were discussed, focusing on Decrees 224 and 225/18 on the functioning of CACs and CCS.

MALANJE

In Malanje, Joana de Matos held a meeting with the residents’ committees and councils, chaired by the director of the legal office representing Dr. Aidnes. The Deputy Administrator for the financial area was also present.

The meeting was attended by 61 participants, including two women. The concepts and tasks of the residents’ committees were revisited, their organization and functioning were discussed, and the role of the councils in the monitoring process. Recommendations included organizing a forum of residents’ committees at the municipal level.

LUANDA

In Luanda, José Tiago held a planning meeting with the District Administrator of Bela Vista, Municipality of Icolo and Bengo, to present the Activity Plan and deliver it to the District Administrator. The opening session was led by Júlio João, Deputy Director of the Budget and Financial area, under the theme “Participation and Good Governance”.

These initiatives reflect PASCAL’s ongoing commitment to promoting citizen participation, good governance and sustainable development in Angola, through capacity building and strengthening local structures.
